As the construction of the first offshore wind project is about to begin in France, it can be useful to have a look at the regulations applicable to wind turbines at sea. The turbines are a not only a power plant, they are also subject to specific regulations due to their location at sea, on the public domain, and possibly one day, outside the limits of the territorial sea.
