Practice
Mr. Steinberg concentrates on transactions involving the energy sector and focuses on the electric power industry in particular. He has represented sponsors, off-takers, fuel suppliers, contractors, operators, underwriters and lenders in the development, acquisition, restructuring and privatization of infrastructure projects around the world. In the past ten years, he has worked on over 100 projects and traveled to more than 60 countries in connection with the development and construction of these projects.

Infrastructure
- Inter-American Development Bank and Banco Nacional de Desenvolvimento Econômico e Social – BNDES in the structuring of the concession for the proposed High Speed Train Project between Rio de Janeiro and São Paulo, with an estimated capital cost of $18 billion (selected for inclusion in the Infrastructure 100: A Showcase of the Most Interesting Projects From Around the World (2010) by KPMG and Infrastructure Journal)
- Designated lenders' counsel in connection with the Macquarie/IDEAL consortium's bid for the FARAC III toll road package in Mexico
- Lenders supporting Carlyle’s bid to acquire parking and meter concessions from the City of Pittsburgh
Energy
- Abengoa México, Abener Energía, and GE Capital Corporation as sponsors, in connection with a 300 MW gas-fired cogeneration plant at the new refinery of Mexican state-owned petroleum company Pemex in Tabasco state, the first IPP in Mexico outside of the auspices of Mexico's Federal Electricity Commission (Comisión Federal de Electricidad or CFE)
- EQT Infrastructure Limited and FORTISTAR in their acquisition, and related financing, of Midland Cogeneration Venture Limited Partnership (selected as “North America Acquisition Deal of the Year” (2009) by Project Finance)
- ContourGlobal in connection with the development and financing of a 100 MW HFO/gas-fired power plant in Togo (selected as “African Private Power Deal of the Year” (2009) by Project Finance)
- Globeleq and subsequently Israelcorp in the development of the Kallpa gas-fired power plant in Peru
- Jodan Dubai Capital in connection with the acquisition and IFC financing of two electric distribution companies in Jordan
- A utility affiliate, as sponsor, in the development of a biomass-fired power station in the United States
- A utility affiliate and local power plant, as sponsors in the development of a fluidized bed combined heat and power plant in Poland
- A utility affiliate developing three simple-cycle gas-fired peaking stations and two combined-cycle gas-fired load following stations (all on a merchant basis) in the United States
- An electric cooperative developing a simple-cycle gas-fired peaking station in the United States
- Lead arrangers in the project financing of the Tuxpan II Power Project, a 495 MW gas-fired electric generating facility in Mexico
- Mizuho Corporate Bank, JBIC and the other senior lenders in the project financing for the Altamira II IPP Power Project in Mexico

- Mr. Steinberg is a member of the Energy Committee and Transmission Subcommittee of the New York City Bar Association
- Prior to joining Shearman & Sterling, Mr. Steinberg was in-house counsel at Metalgesellshaft Corp. (an oil and gas producer, refiner and trader) and PSEG Global Inc. (the non-regulated power development affiliate of Public Service Electric and Gas Company) and began his career as an associate at Skadden, Arps, Slate, Meagher & Flom
- Mr. Steinberg was an Adjunct Instructor of Marketing at the Graduate School of Business of Pace University during 1986
