Shearman & Sterling represented the U.S. Department of Energy (DOE) in connection with its agreement to participate in the development of the Plains & Eastern Clean Line Project (Clean Line). This marks the first use of Congressional authority conferred to DOE to promote electric transmission development as part of Section 1222 of the Energy Policy Act of 2005.  

Clean Line, a 705-mile direct current transmission line being developed by Clean Line Energy Partners, aims to deliver up to 4,000 MW of wind power electricity generated in the Oklahoma and Texas panhandle regions to users in the mid-South and Southeast United States. The Clean Line Project is estimated to cost approximately $2 billion and will deliver enough clean energy to serve more than one million homes per year.
