Shearman & Sterling Expands Energy Capabilities with Addition of Donna J. Bobbish in Washington, DC

Global law firm Shearman & Sterling has expanded its global energy practice with the addition of Donna J. Bobbish in Washington, DC. Ms. Bobbish joins the firm as counsel.

Ms. Bobbish has been in private practice for nearly two decades following her time in government service—first as a lawyer with the Federal Energy Regulatory Commission (FERC) and later at the US Department of Energy (DOE) during the Clinton Administration as Director of the Office of Natural Gas Policy in the Office of Policy and as Senior Director, Regulatory Policy in the Office International Affairs.

As a private practice lawyer, Ms. Bobbish has focused primarily on US and international regulation of energy markets, energy transactions and energy project development. She has represented clients before FERC and the DOE and counsels clients with respect to regulatory issues and requirements arising in project finance and acquisition transactions. She also advises clients on legislative and regulatory developments affecting energy companies and transactions.

Added Patricia Hammes, a Washington, DC-based partner and co-head of the firm’s Sustainable Development practice. “The firm enjoys a great reputation in the energy space and especially in alternative energy and sustainable development. The addition of Donna brings even greater depth and expertise to our clients.”

Shearman & Sterling’s Sustainable Development Group brings together market-leading resources from across the firm—Project Development & Finance, Real Estate, Environmental, Investment Funds, Capital Markets, Mergers & Acquisitions, Tax and Litigation—and leverages, for the benefit of clients throughout the globe, knowledge and experience from across a wide breadth of renewable resource sectors. The firm’s Project Development & Finance practice advises on important infrastructure projects in every corner of the world. Shearman & Sterling is also at the forefront of the power and oil and gas industries. In power, the firm advises on the largest and most complex power transactions worldwide, delivering services in project development and finance, capital markets, mergers and acquisitions, construction, international arbitration, environment and tax. The firm’s global platform, covering Africa, Asia, the Americas, Europe and the Middle East, provides trusted counsel to power industry clients, including power developers, energy companies, public utilities (investor-owned and government-run), contractors, equipment suppliers, commercial lenders, export credit agencies, development financial institutions and other financial institutions. Shearman & Sterling has extensive knowledge of the power industry—including in gas-fired, coal-fired, nuclear, geothermal, wind, solar and hydroelectric power projects, I(W)PPs and utility-owned plants, and transmission and distribution systems.

In oil and gas, the firm’s lawyers advise clients through all stages of the worldwide energy chain, including exploration, production and refining to transportation, receiving and storage, as well as LNG and petrochemicals projects. Notable firm clients include oil and gas companies (majors, independents and national oil companies) and utilities, as well as governments around the world. The firm also represents contractors, traders and financial institutions active in the industry.

Ms. Bobbish has written on topics related to energy regulation.

“I am very excited to join such an outstanding energy team at Shearman & Sterling,” she said. “The firm regularly advises clients on important US energy matters, and I look forward to adding my knowledge and experience to the firm’s strong capabilities.”
