Helen Cook is counsel in the Project Development & Finance practice.
She focuses on the nuclear industry and international nuclear energy matters, advising on the establishment and implementation of civilian nuclear power programs, including policy development, bilateral relations, international nuclear treaties and conventions, national nuclear law and regulation. She also advises on the procurement, construction and financing of new nuclear power plants and associated nuclear fuel facilities and transactions.
Helen represents governments, owner/developers, reactor vendors, equipment suppliers, commercial banks and export credit agencies clients. She is the author of the legal text book, The Law of Nuclear Energy, 2013, published by Sweet & Maxwell (new edition, 2017).
