D. Kevin Dolan joined Shearman & Sterling’s Washington, D.C. office as Of Counsel in March 2009 and is a member of the firm’s Tax practice.
Prior to his retirement in January 2009, Kevin was Senior Vice President, Tax Policy and Product Development for Merrill Lynch & Co., Inc. and the firm’s General Tax Counsel. In addition to oversight of the firm’s Global Tax function, he organized, and chaired for many years, the firm’s structured product control committee.
Before joining Merrill Lynch in March 2000, Kevin was Tax Partner and Head of Washington Tax for Weil, Gotshal & Manges, where he headed the firm’s international and financial products tax practices. Kevin is a co-author of a two-volume tax treatise on international transactions published by Warren, Gorham & Lamont. He was formerly Associate Chief Counsel (Technical & International) for the IRS from 1986-1989. Earlier in his career, Kevin was a member of the staff of the Office of International Tax Counsel at the Treasury Department, the staff of the Legislation and Regulations Division of the IRS Chief Counsel’s Office, and the staff of the Division of Market Regulation at the SEC.
