Claude is counsel in the Project Development & Finance practice.  

Claude has focused on Project Development and Finance since joining Shearman & Sterling from another top-tier law firm in 2011. Claude has a wealth of experience working on both project documents and financing documents and has been involved in a variety of transactions including traditional project financing, structuring for projects without a financing component, project-related M&A as well as project-based bond offerings. Recently, Claude has concentrated on energy transition/renewables and assorted infrastructure projects while leading cross-border and cross-practice teams on several large-scale transactions.

Asia

• A consortium of lenders including BOC, CEXIM, CDB, CMBC, ABC, CCB and ICBC in the financing to the 1200 MW coal-fired Nam Dinh 1 IPP in northern Vietnam sponsored by ACWA
• A consortium of lenders including China EXIM, CDB, SRF and IFC in the US$1.69 billion financing to the Karot Hydro project, which is the largest hydro project to date in Pakistan at the time it was financed
• A consortium of lenders in their financing to a 1,980 MW coal-fired power plant in Binh Thuan Province, Vietnam
• Dito on its Philippines third telecom license project including its concession bidding and EPC arrangements and subsequent project financing
• Shanghai Electrics in its investment in and the financing of a 660 MW mine-mouth coal fired power plant and the coal mine at Thar Block I, Sindh Province of Pakistan
• Mubadala in its establishment and financing of a Sino-joint venture with an anticipated production capacity of approximately five hundred (500) Ktpa of calcined petroleum coke in China

Mid-East

• A consortium of lenders including KfW, SCB, Riyad Bank, BSF and Apicorp supporting ACWA’s development and financing of Al Dur 2 IWPP with a 1500MW natural gas fired power facility and a 50 MIGD desalination facility in Bahrain
• A consortium of lenders including EBRD, IFC and ICBC in the financing of a 485 MW gas/distillate -fired power plant in Jordan
• A syndicate including BOC, ICBC, CCB, ABC and Standard Chartered Bank in the development and financing of a 2400 MW coal fired power plant in Hassyan, Dubai, UAE
• Standard Chartered Bank and the other finance parties in the natural gas and fuel-oil fired generating plant with a maximum generating capacity of 445 megawatts and the sea water desalination plant with a capacity of 15 million imperial gallons per day in Oman

Africa

• A syndicate including ICBC, Standard Bank and African Development Bank in the development and financing of a 981.5 MW coal fired power plant in Lamu County, Kenya
• Lenders in their US$ 300 million financing of a 104 MW hydro power plant in Honduras
• A Chinese power company in its investment in a potential 50 MW solar PV project in Ghana
