In an effort to comply with its obligations to reduce greenhouse gas emissions under the permitted by the emissions credits it holds would be Kyoto Protocol, on March 18, 2003, the Counsel of the European Union (the “CEU”) approved a Directive establishing the regulation of European Union (“EU”) greenhouse gas emissions based on a newly-created EU market for tradable emissions credits.
