Counsel Paul Epstein (New York-Project Development & Finance) wrote an article titled, “New Normal or Recurring Trend?” published in P3 Bulletin on September 16, 2015. In it, Epstein discusses several recent ownership transfers and debt restructurings in P3 assets and the debate over whether they demonstrate the continued viability of the P3 mode or whether they demonstrate how some of the landmark P3 investments over the last decade have fallen short of expectations.
