David Lee

Partner

David is Global Co-Head of PENRI and a member of the Executive Committee. He specialises in energy and infrastructure-related work acting for sponsors, funders and the public sector.

He is recognised as a leading market practitioner. He has advised on a broad range of deals ranging from the privatisation of the Green Investment Bank (now Green Investment Group, involving a range of offshore wind projects) to the development financing of projects such as roads, hospitals and satellites. David is also heavily involved in the growth of the firm’s decarbonisation business as the world transitions to net zero.

Representative matters

The UK Department for Transport on financing issues in connection with the development of new capacity in the South East of England (including Gatwick and Heathrow Airports).

The consortium of Macquarie Capital, MIRA and USS on the GBP2.3bn privatisation of the UK’s “Green Investment Bank” (now Green Investment Group) from the UK government.

Macquarie, Cintra, Royal BAM, SK Construction and Aberdeen Standard Investments on the Silvertown Tunnel PPP under the River Thames (the tunnel in London parallel to the Blackwall Tunnel).

Sponsors on the development and financing of Baltyk II and Baltyk III offshore wind projects.
